Is a rooflight cheaper than a dormer?
Yes, and usually by a wide margin. A rooflight is a glazed opening within the existing roof plane. A dormer is a new structure built out of the roof, with its own walls, its own roof, its own weathering and its own structural support. They are not really competing products; they are different scales of building work that happen to both bring light into a roof space.
The useful question is not which is cheaper. It is whether the thing a dormer provides, which is headroom and usable floor area, is something the room actually needs.
What a dormer involves as a piece of construction
A dormer means opening the roof, cutting and trimming a substantial section of rafters, and building a framed box out from the slope. That box needs a floor structure, insulated walls, a flat or pitched roof of its own, cheeks clad in tile, lead or a rendered board, and a window in the front face.
Around it sit flashings at every junction, and those junctions are the vulnerable part. A dormer creates several new abutments where a rooflight creates one perimeter. It is a project with carpentry, roofing, cladding, glazing, insulation and plastering in it, and it takes a fortnight or more.
What a rooflight involves by comparison
A rooflight stays in the plane of the roof. The covering is stripped back, the opening is trimmed between rafters, the unit is set, a manufacturer’s flashing kit specific to the covering weathers it, the tiles or slates go back and the reveal is finished inside.
For a straightforward roof window in a pitched slope that is a single day on the roof, plus a plasterer afterwards. No new structure is created, nothing projects, and the roof is closed and watertight at the end of every working day.
Floor area gained against light gained
Set the two outputs side by side and the picture clarifies. A dormer buys usable floor area at full height, plus a vertical window with a view out at eye level. A rooflight buys daylight, and a good deal more of it per square metre of glass, because the unit faces the whole dome of the sky rather than half of it.

The planning position is not the same for both
Rooflights normally sit within permitted development, subject to the projection and ridge height tests. A rear dormer often does too, but it draws on the volume allowance for the dwelling, and that allowance is finite and may already have been partly used by a previous owner’s extension.
A front facing dormer on a road elevation almost always needs a planning application, and in a conservation area it will be resisted. Rooflights face far fewer of those objections, which on protected streets across the Essex market towns can decide the design on its own.

Four questions settle it. What is the head height along the ridge, and how much of the floor plate sits above 2.2 metres. Which way does the slope face. What is holding the roof up, since a trussed roof restricts both options in different ways. And is the requirement floor area or daylight.
