Can you walk on a flat rooflight?
Not on a standard one. A conventional flat rooflight is glazed to resist wind, snow and the weight of its own build-up, and it is not designed to carry a person standing on it. Glass that is meant to be walked on is a different product with a different build-up, a different frame and a different structure underneath, specified from the outset.

What a standard flat unit is rated to carry
A normal flat rooflight is designed against distributed loads. Wind pressure and suction across the whole pane, and snow lying evenly on it. Those are calculated as a load per square metre spread over the full area, and a double glazed unit handles them comfortably.
A person is not a distributed load. An adult standing on one foot puts a substantial force through an area smaller than a saucer, and the failure mode of glass under concentrated load is different from its behaviour under an even one. Standard units are not tested for it and manufacturers do not warrant it.
Fragile, non-fragile, and the test behind the words
The roofing industry uses a specific vocabulary here, and it is worth knowing because it appears on datasheets.
A roof assembly is classified as non-fragile if it passes a drop test in which a heavy sandbag is dropped onto it from a set height and the assembly retains the bag rather than letting it through. The test is about survivable falls during maintenance access, not about routine use. Non-fragile therefore means that somebody who slips onto it will probably not go through it. It does not mean the unit is a floor, and it is not the same rating as a walk-on unit.
How walk-on glass is built differently
The outer pane of a walk-on unit is not a single sheet. It is a laminate of two, three or four plies of toughened or heat-strengthened glass bonded together with structural interlayers, so that if one ply breaks the remaining plies still carry the load and the whole assembly stays in the frame.
That build-up is thick and heavy. A walk-on unit can weigh several times what a standard rooflight of the same size weighs, which changes how it is lifted onto the roof, what the kerb has to be built out of, and what is spanning underneath. The glass genuinely is the expensive half of this particular job.

Point load, distributed load and the difference
Structural engineers separate the two because they produce different stress patterns in a pane. A distributed load bends the glass into a smooth dish and the stress is spread across the whole sheet. A point load concentrates bending directly under the contact area, and it is the local tensile stress on the underside at that spot that decides whether the pane survives.
This is why area is not the useful comparison. A large standard unit is not closer to walk-on than a small one. It is further away, because a longer span deflects more under the same foot.
Slip resistance, and why the top surface is textured
Wet glass at an external threshold is a genuine hazard, so a walk-on unit carries a treated top surface: acid etched, ceramic printed in a dot or grid pattern, or sand blasted. Each gives a measurable slip resistance figure, and the pattern also reduces glare from below.
The trade-off is transparency. A heavily textured surface reads as translucent from underneath rather than clear, and daylight arrives diffused rather than as a defined shape of sky. On a unit that is mostly there to light a basement that is usually an advantage.
Terraces, side returns and where this comes up in Essex
The situation that produces the requirement is consistent. A room, a store or a converted cellar sits under an area of external surface that people use: a first floor terrace, a paved side return, or the flat roof of a rear addition being turned into a balcony.
It appears often on the Victorian terraces of Chelmsford and Colchester, where a narrow side return has been roofed over and the space above is the only outdoor area left, and on converted commercial stock in Maldon and Braintree where a lower storey has no external wall at all. In both cases the only route for daylight is through the surface being stood on.
Cleaning and maintenance without standing on the glass
On a standard unit the practical question is how the pane gets washed once or twice a year. The answer should never involve stepping onto it.
Where the roof is small and reachable from a ladder at the edge, a soft brush on an extending pole does it. Where it is not, the access method belongs in the design: a route across the roof that keeps feet on the covering, or a unit positioned within reach of an edge. Self-cleaning glass reduces the frequency rather than removing the need.
Retrofitting walk-on glass into an existing opening
Occasionally somebody wants to convert an existing rooflight into a walk-on one. It is possible, and it is rarely a straight swap.
The new unit is heavier, so the trimming around the opening is re-checked and often strengthened. The frame usually sits flush with the finished surface rather than on a raised kerb, so the existing upstand is altered and the covering re-terminated.
